ICC’s new Registrar Osvaldo Zavala Giler takes oath

Today, 5 April 2023, Osvaldo Zavala Giler was sworn in as Registrar of the International Criminal Court (ICC) during a public ceremony held at the seat of the Court in The Hague, The Netherlands. H.E. Kateřina Sequensová, Vice-President of the Assembly of States Parties and Judge Piotr Hofmański, ICC President, served as witness to the solemn undertaking.

Opening the ceremony, ICC President Piotr Hofmański, stated "Mr Zavala Giler comes to the post of Registrar with a wealth of highly relevant experience. He has served in progressively senior functions in the ICC’s Registry for more than 11 years, gaining first-hand insight into all the different responsibilities – as well as challenges – that the Registrar’s job carries. During this time, he has shown great skill and commitment in performing his duties. I have no doubt that he is a person to whom Peter Lewis can hand the baton with confidence at the end of his mandate."

H.E. Kateřina Sequensová, Vice-President of the Assembly of States Parties, said: "I would like to assure Mr. Zavala Giler of the full support of the Assembly and its States Parties in the steadfast defense of the Rome Statute, the Court, its officials and staff."

Mr Zavala Giler then signed his oath before ASP Vice-President H.E. Kateřina Sequensová. “I am committed to honouring the confidence the Judges placed in me by further strengthening and streamlining the various duties and services to the judicial proceedings and the administration of the Court that fall under the remit of the Registry, working with all parties and participants, in a fair, neutral and expeditious way. I will also be guided by the duty to preserve the legitimacy of the Court, and I will work closely with our States Parties and all our stakeholders to ensure the Court can and will succeed in the fulfilment of its critical mandate”, he declared.

Osvaldo Zavala Giler (Ecuador) was elected for a period of five years by the judges of the Court, on 10 February 2023. Succeeding ICC Registrar Peter Lewis (United Kingdom), Mr Zavala Giler will formally take office on 17 April 2023.

As Registrar, he will exercise his functions as the principal administrative officer of the Court under the authority of the President, and head one of the four organs of the Court, the Registry. The Registry is responsible for the non-judicial aspects of the administration of the Court, and as such supports the Court so it can conduct fair and effective public proceedings. The Registry is responsible for general court management, security, public information, court records, translation and interpretation, counsel support, support for victims to participate in proceedings and apply for reparations, and much more.

Hoy, 5 de abril de 2023, el Sr. Osvaldo Zavala Giler prestó juramento como Secretario de la Corte Penal Internacional (CPI) durante una ceremonia pública celebrada en la sede de la Corte en La Haya, Países Bajos. S.E. Kateřina Sequensová, Vicepresidenta de la Asamblea de los Estados Partes y el Juez Piotr Hofmański, Presidente de la CPI, fueron testigos de la solemne promesa.

Al inaugurar la ceremonia, el Presidente de la CPI, Piotr Hofmański, declaró: "El Sr. Zavala Giler llega al cargo de Secretario con una gran experiencia altamente pertinente. Se ha desempeñado progresivamente en funciones superiores en la Secretaría de la CPI durante más de 11 años, obteniendo información de primera mano sobre todas las diferentes responsabilidades, así como los desafíos, que conlleva el trabajo del Secretario. Durante este tiempo, ha demostrado una gran habilidad y compromiso en el desempeño de sus funciones. No tengo ninguna duda de que es una persona a la que Peter Lewis puede entregar la antorcha con confianza al final de su mandato".

S.E. Kateřina Sequensová, Vicepresidenta de la Asamblea de los Estados Partes, dijo: "Me gustaría asegurar al Sr. Zavala Giler el pleno apoyo de la Asamblea y sus Estados Partes en la firme defensa del Estatuto de Roma, la Corte, sus funcionarios y personal".

El Sr. Zavala Giler firmó su juramento ante la Vicepresidenta de la AEP, S.E. Kateřina Sequensová. “Me comprometo a honrar la confianza que los jueces depositaron en mí fortaleciendo y optimizando aún más las diversas funciones y servicios a los procedimientos judiciales y a la administración de la Corte que son competencia de la Secretaría, trabajando con todas las partes y participantes, de manera justa, neutral y expedita. También me guiaré por el deber de preservar la legitimidad de la Corte, y trabajaré en estrecha colaboración con nuestros Estados Partes y todas nuestras partes interesadas para garantizar que la Corte pueda y tenga éxito en el cumplimiento de su mandato crítico" declaró.

El Sr. Osvaldo Zavala Giler (Ecuador) fue elegido por un período de cinco años por los jueces de la Corte, el 10 de febrero de 2023. Sucediendo al Secretario de la CPI Sr. Peter Lewis (Reino Unido), el Sr. Zavala Giler asumirá formalmente el cargo el 17 de abril de 2023.

Como Secretario, ejercerá sus funciones como oficial administrativo principal de la Corte bajo la autoridad del Presidente, y dirigirá uno de los cuatro órganos de la Corte, la Secretaría. La Secretaría es responsable de los aspectos no judiciales de la administración de la Corte y, como tal, apoya a la Corte para que pueda llevar a cabo procedimientos públicos justos y efectivos. La Secretaría es responsable de la administración general de la Corte, la seguridad, la información pública, los registros judiciales, la traducción e interpretación, el apoyo a los abogados, el apoyo a las víctimas para que participen en los procedimientos y soliciten reparaciones, y mucho más.
